"These are the memoirs of Nicolas de Basily, a highly placed member of the Russian foreign service in the years before the 1917 Revolution who drafted the abdication statement of Tsar Nicholas II. Basily, with a graceful and colorful style which has been ablv translated from the French, gives the reader a vivid impression of both domestic and foreign policv developments in Russia between 1900 and the revolution, paricularly in the last months of the monarchy. Knowing most of the principals personally, he is ible to give personal sketches and character judgments of all the leading politicians of the day, and there are particularly absorbing portraits of Count Witte and A. I. Guchkov. Basily, member of a long line of distinguished Russian diplomats, travelled in the high society of St. Petersburg. He was educated at the famous Alexander Lyceum in Petersburg, where he absorbed the prevailing liberal attitudeswhich he was to carry throughout his career. Although dissatisfied with th e slow oace of reform in domestic politics, he chose to keep aloof from these matters so that he could devote himself more fully to the foreign service. But the major significance of these memoirs are the observations on foreign policy, Basily's specialty. Alter 1910 the author became particularly interested in the control of Constantinople and the Turkish Straits, and much of the book is devoted to this problem. The Russian high command asked Basily in 1914 to prepare a memorandum on this subject with recommendations for action. The memorandum, entitled "On Our Goals in Reeard to the Straits"and appended to this volume, became the basis of Russian policy in that re gion until 1917. That the Soviets embarked on such a rash course in 1979 isespecially striking in light of the American experience in Vietnam just a few years earlier and Russia's long historical involvement fighting Muslim tribesmen in the Caucasus and Central Asia. At the beginning of the nineteenth century, Imperial Russia attempted to impose its authority on the Caucasus only to become embroiled in a protracted and brutal war against the mountain tribes of Dagestan. A charismatic leader, Shamil, emerged to harness the power of a formidable resistance that nearly foiled the Russian plan ofconquest, which was fulfilled only after decades of destructive and costly campaigning. Following the collapse of opposition in Dagestan in 1859, the Russians concentrated on the conquest of Central Asia as far as the Afghan and Persian frontiers. Here, vast steppes and deserts-formidable obstacles standing between Russia and the remote khanates-eventually yielded to the determination and methodical preparation of key Russian commanders. Established by a series of major campaigns from the 1850s to the 1880s, Russian rule in Central Asia remained stable until the Bolshevik Revolution of October 1917. With the collapse of imperial power, however, the empire dissolved.Efforts to impose Red rule over the former imperial possessions in Central Asia sparked popular resistance among the Muslim tribes and required massi ve intervention by the Red Army. The four episodes considered in this studyprovide useful perspectives on the nature of unconventional warfare, the a daptability of modern military institutions, the character of cross-cultural conflict, and the dilemmas inherent in the creation " (from the back cover). "The purpose of this study is to examine the course and substance of the debates over the implementation of universal military service in Russia during the period 1870 - 1874. Russia's dismal failure in the Crimean War forced Alexander II to make plans for the overhaul of the army. Yet it was not until 1870,following Prussia's compelling demonstration of military efficiency in the Franco-Prussian War, that the Russian War Minister, Dmitrii Miliutin, was able to muster enough support to implement the most important element of his reforms, universal military service. Debate over this dramatic step carried on for over three years from the time Miliutin issued his proposals. "Sufism in the Soviet Union, as in nearly every Islamic environment, thrives in times of adversity ana the persecution ot mainstream Islam; currently it is undergoing a renaissance. Soviet authorities have been unsuccessful in either destroying Sufism or coopting it; they view it as a dangerous threat and, despite the difficulties inherent in identifying Sufis, have invested and continue to invest considerable resources in destroying the movement within the Soviet borders. It is largely the result of Sufi ettorts that a laigc ana prosperous "parallel" or underground Islam exists in the Soviet Union removed from official control. While they do not pretend to pose an immediate threat to Soviet power, they represent an irritant ant to official efforts to control and coopt Islam in Soviet Muslim regions. In time of social change — as is becoming evident today — or of political turmoil, Sufism in the Soviet Union takes on more meaningful politicalcolouring At the very least, it ensures the survival of an Islamic traditi on, mustto the distress of Soviet planners.
