"The first two decades of this century saw dramatic changes in the shape of Canadian politics. During that turbulent period the contours of the modern party system were formed. ' The Decline of Politics ' examines the forces which led to change and describes the impact of those changes on the party system in general and the Conservative Party in particular.

The war and the recognition of the divisions which it created in Canadian society were important, factors, but Professor English demonstrates that many changes arose from general trends in pre-war political developments. A growing national awareness inspired widespread demands by a most articulate element of the population tor a national party system which reflected national considerations rather than local prejudices.

The Union government created in 1917 drew upon these arguments and, as a result, rejected the 'brokerage politics' or 'politics of national unity' which had characterized the past. Unionist supporters called for an 'end to politics' which, once in power, they could not effect. The dream of an activist, dominant central government crumbled after the war, and the diversity of the Canadian political tradition returned. Yet the Conservative party was to bear the mark of the Unionist experiment. The party's difficulties in French Canada and among non-Anglo-Saxon Canadians, Professor English argues, were very much caused by 1917." from prefatory abstract.

John Ennis (b. September 18, 1920, Manchester, England). He spent nearly two years in Canda during the war, at Debert Field, Nova Scotia, and was an influence in the career of Arthur Hailey.

A story that is particularly resonant here in Halifax: the explosion of the steam freighter Fort Stikine at the Port of Bombay in April of 1944. Her general cargo included 1300 tons of high explosive, several hundred drums of lubricating oil, and thousands of bales of raw cotton; when she exploded, twelve ships and three hundred acres of the Bombay Docks were devastated.

The Fort Stikine was a British Fort ship which was built by Prince Rupert Drydock & Shipyard, Prince Rupert, British Columbia in 1942. Owned by the American War Shipping Administration, she was leased under charter to the Ministry of War Transport under the Lend-Lease scheme and operated under the management of the Port Line. 441 loa, 7,142 GRT.

"When the S.S. Fort Stikine blew up in Bombay Docks on April 14, 1944, she created one of the greatest explosions in history. The devestation she caused - and the reasons for the explosion - were, however, shrouded by a security blanket, and the terrible events of that blazing hot afternoon, have never been publicly recorded. John Ennis, eith a journalist's zeal for a good story, has not only ferreted out the facts; he has interviewed all the survivors who know what happened, and had built up a deatiled picture of rhe disaster.

The facts are simple, if staggering. The Fort Stikine steamed into Bombay carrying a mixed cargo of 1,318 tons of explosives (including shells, torpedoes, mines, and incendiary bombs) and £1,000,000 in gold bars, all taken aboard in Britain, plus 8,700 bales of hessian-wrapped raw cotton, hundreds of drums of lubricating oil (some leaking), scrap iron, sulphur, rice and resin, picked up at Karachi. It would be difficult to imagine a more dangerously inflammable cargo, but when she tied up at Number One berth in Victoria Dock, the Fort Stikine was ringed by no less than twenty-four other vessels.

She caught fire in the early stages of unloading, and for hours the fire was fought heroically and in vain. When she blew up she devestated three hundred acres of Bombay Docks and reduced twelve ships to scrap iron. The blast created a tidal wave and lifted the stern of the 4,000-ton Jalapadma [a cargo ship of the Scindia Steam Navigation Company] into the air and dropped it on top of the fifty-foot-high roof of a shed on the quay. Flaming drums of oil spun through the air, belching flames like gigantic fireworks; blazing cotton bales spurted up to fall on ships and warehouses, starting fires in all directions; white hot metal from the ship's plates fell on Bombay a mile from the ship. The million pounds of gold disintegrated.

In this reconstruction of a disaster that was never allowed to become news, Mr. Ennis follows the fatal voyage of the Fort Stikine from the day she sailed from Britain for Karachi and Bombay. We experience the mounting tension of the voyage, the heroic hours of the fire, and the terrible impact of the explosion through the eyes of the men who sailed in her and of those who struggled in the blazing hell of the docks. And throughout the story, built up from a myriad factual details, we watch the forging of the incredible chain of circumstances that was to lead to destruction." - from the jacket.
