Based on the Reid Lectures, delivered at Acadia University in the spring of 1969, Tides of Empire ranges over nearly 500 years of imperial grrowth and decline.

The early chapters deal with England's first colonizing experi ments in the North Atlantic and Caribbean and the subsequent duel for empire with France, when Britain laid the foundation for a world-wide dominion based on naval supremacy. By the middle of the nineteenth century, the Empire had become a huge commercial network of which India was the strategic centre and a chapter is devoted to the means whereby the long sailing track by wav of the Cape of Good Hope was protected. The author goes on to show the extent to which the Royal Navy's Pax Britannica depended upon the maintenance of a European balance of power, then traces the slow erosion of Britain's command of the seas, under the impact of scientific and technological advances, in the years before the First World War. The final chapter, introduced by a nostalgic glance at the Empire Day celebrations of the author's boy hood in rural Ontario and concluding with the retreat from Empire after the Second World War, represents Dr. Graham's hail-and-farewell to the imperial past and salute to the uncertain future of a Commonwealth of which more than half the member states are Asian or African republics." - from the dj flap.

"This study is an attempt to find a solution to the problemof fiscal adjustment between a province or a state and its municipalities — a pressing problem throughout Canada and the United States and in many other countries in view of the great disparities in the revenue-raising capacity of municipalities, their limited tax bases, and the pressure on them to provide higher and higher levels of public services. The principles developed are of general applicability, but their use is illustrated by taking Nova Scotia as a case study.

It should be emphasized that the proposals made in this study, along with the argument developed in support of them, are not intended as mere "academic" exercises. They are made with the view to their becoming the basis for public policy in provincial - municipal fiscal relations.

Chapters on the economic history and geography of Nova Scotia and on why Nova Scotia is a low-income province and chapters on federal-provincial fiscal relations and on municipal organization and finance in Nova Scotia provide the framework for the integrated discussion of ecoionomic development and fiscal adjustment which follows. These two aspects of the study are brought together in two chapters dealing with the effects of public services on the allocation of resources and with the nature of fiscal adjustment conducive to optimum allocation. Here is the theoretical core of the study.

The study contains considerable discussion of the types of economic adjustment appropriate to Nova Scotia. The evidence suggests that there is a tendency for both labour and capital to have higher marginal productivities in other parts of the country and it is likely that there will therefore be continued migration of both from the Province. At the same time there is considerable room for raising average incomes by internal adjustment, especially by rationalization of primary operations in fishing, farming, and forestry, but also by some expansion of secondary manufacturing.

Present provincial - municipal fiscal relations in Nova Scotia are examined with reference to the principle of fiscal equity. A programme of fiscal adjustment is proposed which would implement the principle of fiscal equity for genepal servicesand for local services by
unconditional grants, these grants
being designed to permit all munioipalties of each type to provide "foundation" or "standard" levels of services with the same burdens of taxation on property. Other proposals
 would give some financial relief to all municipalities. The municipalities would be left with considerable flexibility in determining the actual levels of their services for they would be free to raise the level of any ser
vice they wished, by taxing them- selves more neavny, oy applying their unconditional grants for the purpose, or by doing both." - from the dj.

A collection of narratives of exciting incidents in merchant sail, mostly from the second half of the nineteenth century. The author's family was from Wallace, Nova Scotia, and so many of the accounts concern vessels from the Northumberland Strait and the Head of the Bay of Fundy.
