Historians have ch ronicled its impact on Negro slavery, on workers, women, children, the poor, the insane, and the imprisoned, but its role in the military realm remains a neglected area for historical exploration. Professor Langley here provides a fascinating account of the impact of this reform spirit on the UnitedStates Navy, and especially on the lot of the common sailor. In its "unref ormed" state, the U. S. Navy was regarded as a monarchical, authoritarian institution too closely patterned after that of Great Britain. Warships of the day resembled small kingdoms under the absolute rule of the captain and his nobles, the junior officers. At the bottom of this autocratic structuree labored the seamen, often characterized as serfs, peasants, or unruly ra bble, but seldom as freemen. These conditions were in marked contrast to the nation's growing sense of independence from colonialism and dedication todemocratic and equalitarian ideology. Reformers argued that as long as sea men in the public service were oppressed and exploited, it was a mockery for politicians and others to declare their allegiance to the cause of the common man. When agitation against Negro slavery began to divide the country,the lot of the common seaman was underscored anew. The author illustrates the influence of reform efforts on naval institutions by investigating fourmajor themes in their over-all social context: the origins and activities of religiously motivated societies dedicated to working among sailors, particularly the American Seamen's Friend Society; the Navy's manpower shortageand methods of recruitment; agitation against corporal punishment, itself a chapter in the history of American penal reform; and the movement to abolish the sailor's ration of whisky or grog, an outgrowth of the American temperance crusade. Comparatively cheap, far-reaching in its effect, it has more than once turned the tide not only of a battle, but of a whole campaign. This book traces the development of the sea-mine from its conception and man's first efforts to put it into use, beginning with the Fire Ships and the dangerous experiments of the sixteenth and eighteenth centuries up to the period of 1914. Captain Langmata then tells the story of the part played by this formidable weapon in the First and Second World Wars. He discusses thoroughly the manner in which the varying types of mine were invented and discovered, the successes and failures, the campaigns in which they were used, and gives individual incidents of heroism of the men whose job it was to deal with the new versions of this deadly weapon. He also tells ofthe men who planned, laid and swept the minefields and of those who died w ithout knowing how or even why. They hoped to come back to port with a good catch of tuna and profit from the high prices which fresh fish bring in March, a festive time in Japan. On March 1, 1954, they "threw the lines" in a lastattempt to catch the tuna before returning to port. At 3:50 in the morning most of them had gone to their "silkworm beds" but crewman Suzuki could no t sleep. He stood on the stern looking at the sky. Suddenly the heavens flooded with blazing light. Suzuki stared in amazement at the gaudy spectacle of a multicolored ball of fire rising from the horizon. Then he raced down to the after cabin and blurted out, "The sun rises in the west!" Minutes later the thunder of an ocean-shaking blast seemed to explode through the ship. No one on board was hurt, but the simple fishermen were terrified. Before the lines were hauled in, the skies became misty with a strange whitish ash which swirled down upon the decKs and upon the men themselves. Then the Lucky Dragon turned north and headed back to Yaizu. The men did not know that they had been dusted wth fragments of the first superbomb, exploded by the United States on a tiny island in the Bikini Atoll. The Voyage of the Lucky Dragon is the story of what happened to the crew, their arrival in Yaizu, the breaking of the news story, the panic which swept Japan, the long hospitalization of the fishermen, and the dramatic details of the death of the Lucky Dragon's radioman. The author accumulated material on the Lucky Dragon story for three years prior to visiting Japan and getting firsthand accounts of their experiences from the crew. With his wife, he visited Mrs. Kuboyama, widow of the radioman, four times, and he reports the deeply touching episodes in their lives. Although Ralph Lapps researches into the Lucky Dragon story led in time to our present knowledge of radioactive fall-out, this is not a technological treatise.
