Dr. Raeff's book is the first to analyze the process by which these important reforms came into being and the way in which they were given legislative and administrative form. He bases his analysis on published archival and legislative sources and contemporary descriptions. Part I deals with the changing social and economic conditions of theRussian population of Siberia in the eighteenth century and the accompanyi ng change in attitude of the Russian government, which prepared the way forthe reforms of 1822. It describes the reforms in detail and assesses the i mportance of the administrative reorganization. Emphasis is placed upon thephilosophy, principles, and political experience of the main author of the reforms: Siberia's Governor General Michael Speransky, statesman and liber al adviser of Alexander I. Part II deals with the native -- largely nomadic-- peoples and the Russian government's attempts to set up an adequate adm inistration for them. Speransky's efforts to protect them from exploitationand prepare them for integration into Siberian society, as Dr Raeff points out, were largely nullified by rulers after Alexander I. Despite the criti cal importance of Asiatic Russia, almost no scholarly studies have been written about it in any Western language. Even in Russian the literature is scanty. The third subject is the difficulty that the scholar in the field of Russian affairs shares with the diplomat: the work of the scholar, like that of the states-man, where Russia is concerned, proceeds under special conditions. In so doing, he began the formulation of what was to approximate, more than any other single scheme, the grand design of Napoleonic foreign policy. It was to prove that he was, with Talleyrand's assistance, as fantastically resourceful a diplomat as he was a commander. Within little more than a year's time, he would make supplicants of the two proud powers that had spurned his peace offers. It was an authentic virtuoso performance, perhaps the most successful diplomacy, and certainly the cheapest victory, of his fabulous career. In the long run, however, it was that very design, its Russian foundation, and the elementary misunderstanding on which itwas based that would prove his undoing.
