An entry into the controversy over the appropriate level of manning for warships of the Royal Navy in peacetime. The author traces the general scarcity of trained seamen to the dislocations in training caused by the increasing predominance of steam shipping, and argues that RN ships (especially smaller ones) should be maintained continually at full complement in order to avoid shortages in times of crisis.
