"There were sufficient economic and social grievances beneath the surface of late Victorian prosperity to give rise to widespread forces of reform. One of these, the Co-operative Movement, opposed the dominant capitalist ethic with the principles of non-profit, one man one vote, tolerance, and distribution of surplus on the basis of participation. The movement was strong in Europe and Britain, and spread to Canada around 1900. Here the principles had a further appeal in the hinterland regions where the sense of exploitation was especially keen. Prairie and Maritime groups grew swiftly, particularly among farmers, who displayed a strong group consciousness opposed to the metropolitan power brokers.
