The practical organization and administration of this system of state education is detailed for its formative period, from the educational settlement of 1850 to the first systematic revision of the system in1871. The book demonstrates and details the processes whereby a state syst em of education first destroyed or marginalized an early system of locally controlled elementary education, and then put in place a set of disciplinary practices and procedures aimed at the population as a whole. The conflicts and struggles surrounding the reconstruction of popular education are documented.
