The practical organization and administration of this system of state education is detailed for its formative period, from the educational settlement of 1850 to the first systematic revision of the system in1871. The book demonstrates and details the processes whereby a state syst em of education first destroyed or marginalized an early system of locally controlled elementary education, and then put in place a set of disciplinary practices and procedures aimed at the population as a whole. The conflicts and struggles surrounding the reconstruction of popular education are documented. The failure of attempts by state educational administrators to putin place a system of instruction which would produce 'cheerful and willing obedience' are considered in chapters dealing with physical violence at sc hool conflicts over attendance norms, over curriculum, and over the qualifications of teachers." - from the dustjacket.
