"During the turbulent period between the revolution that deposed the Tsar in February and the Bolshevik seizure of power in October, Russia's crucial problem was what to doabout the war. This is a detailed study of the various alternatives consid ered during this period and their impact on the political fortunes of the country's leading political factions. The peace efforts of the moderate socialist faction, led by Irakli Tsereteli, are given special attention, since this faction, by controlling the Petrograd Soviet, the All-Russian Congressof Soviets, and most local soviets, held the reins of effective power betw een February and October. The moderate socialists' peace program -- continued defense of the country while working for a general negotiated peace -- originally enjoyed wide popular support in Russia but foundered on the opposition of Russia's allies to a general peace. With the collapse of their peace efforts, the moderate socialists were finished as a political force. Weary, dispirited, and discredited by failure, they were unable to stop the rapid desertion of their supporters or to counter the Bolsheviks' open preparations for the seizure of power." - from the dustjacket.
